Usually the "stuck down" can be fixed with a quick air can service at your local shop, or your garage if you buy the seal kit. The only tools you need are a vice and a pokey type thing to pick the old seals out. Just be sure to let as much air as possible out of the shock(yes, it is stuck down, but it is still holding its air..which is uber-compressed...its kind of spooky when you have it in your hand), before twisting off the air can(It'll still pop a bit)....unless you want to punch a hole in yourself and and/or the wall behind you.
